This power is exercised through institutions such as the World Trade Organization, which codifies the legal grammar of exchange; the International Monetary Fund, which delineates the boundary between national discretion and systemic stability; and the World Bank, which converts capital into durable institutional capacity. In an era of geopolitical fragmentation, leadership resides not in the mere possession of resources but in the ability to render power legitimate, by sustaining credibility, coordinating expectations, and providing global public goods without which even vast economic scale becomes incoherent.
